SOUTHERN CALIFORNIA FIRE ACTIVITY CONSOLIDATED REPORT


October 22, 2007; 1900 Hours





The function of Multi-Agency Coordination System (MACS) is to provide a


basis for local area, operational area, Regional area or Statewide


interagency coordination involving:


• Establishing priorities for response


• Allocating critical resources based on established priorities


• Communications systems integration


• Information Coordination


• Intergovernmental decision coordination


• Development of geographical strategies and contingency plans





The MACS level has been raised to Level 4 (the highest level) as of 1900


hrs on October 21, 2007, for Southern California. Level 4 reflects a


total Geographical Area commitment or statewide effort requiring MACS


activities at both Geographic Areas.





There are 16 active fires in Southern California. The priority for


fighting fires as of 1900 on October 22 is the Witch, Santiago, Valley,


Rice, Harris, Ranch, Buckweed, Canyon, Magic Fires.





OES has committed the following: 104 OES Engines; 12 OES Water Tenders;


329 Local Government Engines; 24 Local Government Water Tenders; and 7


National Guard Helicopters.





California National Guard (CNG) Support:


Cal Fire requested the support of 5 CNG helicopters to be staged in


Southern California. CalFire also requested 2 additional helicopters to


be staged in California from the Nevada National Guard.





California Independent System Operator (CAL ISO):


The CAL ISO is currently in a ‘Transmission Line Emergency;” however,


there is no effect to the power grid.





FEMA Fire Management Assistance Grants (FMAGs):


On October 21, 2007, FMAG was authorized for the Canyon Fire in Los


Angeles County. On October 22, 2007, FMAG was authorized for the


Santiago Fire in Orange County, and the Ranch Fire in Los Angeles and


Ventura counties; the Witch Fire in San Diego County; the Buckweed Fire


in Los Angeles County; the Harris Fire in San Diego County; the Grass


Valley Fire in San Bernardino County; and the Rice Fire in San Diego


County.





OES has received no further FMAG requests as of this report.

The Santiago Fire, a Local Responsibility fire, is located Black Star


Canyon, Silverado Canyon Road and Santiago Canyon Road east of Hwy 241


near Irvine with a great potential for spreading due to the high fuel


density. It jumped Highway 241 (Toll Road) and is moving towards Irvine.


Structures are threatened in the City of Irvine. The fire is expected to


move south which will substantially reduce the structure threat. CalFire


is the lead fire agency for this fire. Per the OES Southern Duty Officer


(SDO), voluntary evacuations have been ordered for the areas of


Northeast Culver at Portola, and Small Grove in the City of Irvine. This


area is sparsely populated and the approximate number of voluntary


evacuees is 15. An evacuation center has been established at the


Lakeview Senior Center in the City of Irvine. The American Red Cross is


currently staffing the facility and there are currently no occupants.


The Orange County Fairgrounds has been opened to handle horse


evacuations only. The Orange County Operations Area has established a


hotline at 714-628-7085. Road Closures are currently in place at Portola


at San Canyon and the 241 Toll Road, Jamboree at Chapman and Portola,


The 261 Toll Road at the 241 Toll Road and Portola, Santiago Canyon at


Jamboree and El Toro Road and Irvine Blvd Northbound Intersections,


Jeffrey to Modjeska. There will be school closures on 10/23/07 for the


Canyon View Elementary, and Northwood High School. The County EOC is


activated at a level III (3). The Orange County Healthcare Agency DOC is


also activated. A FEMA Fire Management Assistance Grant was granted on


10/22/07.

<p>Looks like some of the closures are finished. Sand Cyn open all the way to Portola. 261 is open. Jamboree is clear.</p>

<p>"Fox's "24" wasn't quite as lucky on Monday, The Hollywood Reporter reported. The show was shooting at a Marine Corps air station in Irvine, about 40 miles southeast of Los Angeles, and had to cancel filming at 7:30 a.m. at one of the base's hangars due to smoke from the Santiago fire. The show's producers decided to shoot other scenes on its stages elsewhere in Southern California."</p>

With the increased evacuations in the Canyons and the overflow from San Diego, the <a href="http://arc-orangecounty.axxiomportal.com/page.aspx?id=982">OC Chapter of the Red Cross</a> could use some donations. If you're interested in volunteering, they are only taking disaster trained volunteers <em>for now</em>, but are taking names in the event their resources run thin.





I'll add one other thing: I've already made a donation, but if 10 people donate $25 or more each, I'll up my donation to $250.
 
Will the fire have any effect on the fire insurance premium in the area? Also, will it affect the prices of new homes in Portola Springs and Orchard Hills?
 
Zovall - I'm not 100% sure, but generally you sign up with the Red Cross and go through their trainings. From there, you're on the list when something happens - which is anything from a fire at a single home to a large earthquake. Even if you don't want to be a volunteer, they offer First Aid and CPR courses. I'm thinking of getting the training myself. So long as work is slow, I could get a few days off to help out.

The firetrucks have been going up and down all night and day. It seems that in the last couple of hours more and more have been heading up that way.





I donated my $25 to the Red Cross and like EvaL if 10 people donate $25 I will throw in another $100.
