Sounds like similar logic to GP high school. Once the development ball gets rolling, it is too costly to make any changes even if if it is a bad decision.
 
I agree with switching the site.  The visibility from people driving on the freeway is worth $500,000, plus it'll raise the value of the houses at BP.  I'm sure the 5P group can come up with more incentives if they must.

They don't want a cemetery at such a visible location.  TIC flexes its muscle and has the City Council in its back pocket.  That's the only reason  the Council would turn its back on its own constituents - the Vets and the Asians - who are actually for once in agreement on this issue.

Some of the most beautiful parts of Westwood and West LA is the Veteran's cemetery.

After reading the article it seems that only Shea wants the graveyard swap.  However she did not vote.  If the graveyard swap is what the good people of Irvine want, then they should vote out everyone on the council except Shea.

It doesn't matter who you vote for.  Eventually they all join the Dark side.  Donald Bren is like Chancellor Palpatine.

Ironically, I think the cemetery now has a better chance of getting nixed altogether due to lack of funding.  If it had been swapped, it seem like more of a sure thing with the financial backing of Emile Haddad.
