Comparing a high school to a cemetery is completely apple and orange. School age kids will have to go to one school or another. The traffic pattern will change minutely based on the direction they'll be going. Even assuming the cemetery poses an environment risk of some sort, it is on top of a former superfund site that is still be monitored by the EPA and US Navy. There is a known TCE issue underneath the base. TCE is significantly more hazardous to your health.
Clearly you missed the point. The state does not guarantee the funding and can pull out any time. They've done it. Then it's left up to the locals to figure out how to come up with the money.
