No, Republicans did not fund the Steele dossier. DNC actually paid for It.
In reality, Paul Singer, the founder of the Washington Free Beacon, funded Fusion GPS for standard opposition research against Trump and a number of other presidential candidates. He stopped paying the firm in the spring of 2016, well before Steele was hired by Fusion GPS.
After that time, the DNC and Clinton campaigns started paying Fusion GPS. The firm then contracted with Christopher Steele to research and create the dossier. The prior research paid for by Singer was unrelated to and not included in the dossier.

At least the Repubs only spend $7 million in total. Mueller is up to $17 million and counting with little to show for the effort...wrap it up.
The select committee itself was created by House Republicans in May 2014. The committee issued its final report on the Benghazi attack a little more than two years later in June 2016 and was officially shut down in December 2016. The select panel spent $7 million during the course of the probe.
In a spending report released last month, Mueller's team disclosed that it had spent $17 million since the special counsel was appointed in May 2017.

The free beacon is a private publication, their use of fusion gps predates the Steele docier. The dnc then separately funded the Steele docier after trump had secured the nomination. The separate contracts had nothing to do with each other and no information used in the free becon was used for the dnc. The difference is a private party (becon) and a political party (dnc) wanting dirt on an individual. The dnc should be under investigation.
