It's not likely that many packages would have gone thru without being noticed as not having enough postage.
And why would someone put a timer on a bomb when they don't know when it will be delivered?
It sounds pretty fishy to me that these were intended to actually do any harm at all.
And investigate those forevers for even being genuine while you're at it, FBI.
They have to face up to the consequences of their actions.

The post office is quite picky about getting paid. They notice when they don't have enough postage on their packages. They usually notice if a package has a first class label but is in a priority mail box and back it goes or it gets to the recipient with postage due.
And not one bomb went off.
Something is fishy.
One of my sisters would try to pull something off like this so my mom would think the other one was to blame, usually to deflect her attention to some other issue. lol! But somehow she figured out things were not always how they were made to look.
Funny how things backfire sometimes.
