This is what happens when the government mandates impossible terms on a sector...when it can't be achieved..they cheat.

VW's chairman blamed the emissions scandal on a group of engineers who decided to cheat on the emissions test, because they couldn't find a timely and cost effective solution. The EPA had cut the nitrogen oxide emission cap from 1.15 gram per mile to 0.076 grams per mile in 2005.
Competitors from Japan and Korea went back to the drawing board to redesign their diesel engines. For example Mazda's CX-5 diesel, Hyundai's 2.2 liter CRDi turbo-diesel for the Santa Fe, Honda's i-DTEC and i-CTDi diesel engines.
But not VW. With competitors out of the way for few years they decided to install cheat software from Robert Bosch GmbH, and cash in by selling 11 million new model diesel cars under VW, Audi, and Skoda brands.
Was it just a small group of engineers and managers who decided to cheat and look the other way? Or were they made the fall guy? I have no idea. But it certainly isn't impossible to meet the new emission standards, if they were willing to take the time and go back to the drawing board like their competitors did.
