How would we have a complete shutdown? Lock all hospital workers in their places of employment, have no police or fire dept people available and no grocery store or pharmacy open?
What would happen to labor patients who needed a C Section since they'd all be at home or would every pregnant patient due within three months have to report to the hospital and stay there until they deliver AND lockdown is over? Cuz no ambulance could pick them up, no bus or train would be able to get them to the hospital in a complete shutdown either.
Who would pick up dead decaying bodies that happened to die in their homes of coronavirus or otherwise?
And if you have ANY cases there is no complete shutdown and it will spread. Even if you COULD prevent spread, once someone from another country comes in with cooties, bam!

It's not law enforcement, it's typical scaring tactics. This is a moot point since the beaches are open already in Cali and Florida. But it shows the different types of law enforcement. People who enforces the law and people who do not.

PPP supports businesses, giving them a chance to survive. Pelosi's plan is completely opposite.
