what if a future earthquake will shake things a little bit and some of the very well trapped toxic will surface?

It would be more likely that Larry Agran and his cronies would sprinkle some mothballs on the Portola site just to derail the whole project.

I drive by the school site every day and can't imagine what would happen if they decide the levels are unsafe.  They're definitely past the point of no return on the school - they would have to just launch a major cleanup effort then re-test.

There's no way anything will reverse the construction.  Portola High looks bigger than IVC.
