Really disheveled homeless-looking dude wandering the streets

<p>I believe in free speech, but people like the guy getting tazed aren't practicing free speech, they're practicing surpressing others speech.</p>
 
<p>I saw him again today around 6:20 PM near Jeffrey and Trabuco. He was walking into Jeffrey Trail. </p>

<p>Then around 7:30, he was just standing at the bus stop. He sure has energy to walk around.</p>

<p>An officer was behind me and he kept driving. I don't know if he sees the guy or not. I am sure the police have seen him. But unless there's probable cause, I don't think they can approach him. Trooper, what's your take on this?</p>

<p>It was really hard to spot this homeless person. He wore all black clothing. At around 7:30 PM, he looked like a shadow at the bus stop.</p>

How does a police officer make any money by issuing tickets to someone?

<p>Yes, he gets around. I have seen him for over 6 or 7 months now. Literally, everywhere in Irvine. I guess he's harmless; otherwise, the police would have picked him up by now.</p>

<p>Let me tell you. If you ever see him at night. He's really scary looking.</p>
 
Looking for this homeless guy (Irvine, Laguna Hills, elsewhere), rumor has it he was hit by a car on El Toro Road and perhaps died. Anyone seen him lately?
 
He must be off the mean streets of Irvine. Had lunch at Chili's on Alton today and there were 6 IPD officers in there eating at the same time as us. If there were really a homeless person loose on the streets, there is NO WAY the watch captain would have let that many of Irvine's finest take lunch at the same time. They would have had to wait to take their break until after he was hog tied and dropped off along the tracks on Edinger, across the street from Columbus Square.
