Really disheveled homeless-looking dude wandering the streets

<p>There was a tall black guy with Dreads down in Laguna Hills. This guy is tall. Like 6 ft. 3. He was in jail for a few weeks for resisting arrest and shoplifting. I wonder if its the same guy moved south. This guy is big like 260-280 Lbs. He is very nasty looking but usually just yells at cars from a street corner or bus stop. He was in Laguna Hills for months. Usually at Carlota and Laguna Hills Drive. And this is the guy I remember. We are so luck in south county. My mom still lives up in LA. There are 100`s of guys like this living on the streets up there.</p>

I found the article. Guess he was a tough Cuff and Stuff for the Sheriff. I have not seen him around since his arrest so maybe this is the new Irvine Dreadlock guy. He goes by "The Prophet," . </p>

<p>There is nothing more frightening that encountering a suspect that is unaffected by bean bag rounds and a taser. If I was one of these officers, in the back of my my mind I would have been thinking, "uh oh....I'm effed". Prophet is lucky he came out of this with only a broken hand. The way the story reads, officers may have been justified in using deadly force. </p>

<p>And before you all jump all over me about using deadly force on a shoplift suspect.....it turns into much more than that when he first escalates the confrontation by throwing a bottle and taking a fighting stance....then when he disarms the officer with the taser....that's when it goes into that grey area. </p>

Seems to me he was gearing himself up for a possible confrontation with police....and his efforts worked for the most part.
 
<p>I think he is out of custody too. Looked on the sheriff site and it shows him not in custody. But the court site shows him remanded. Not sure. He only got 90 days for all that violence too. WOW. I think he is out on time served based on the conviction date. We really do need some mental health help for these people. Its not fair that law enforcement is left to handle this on its own. Looks like he got released on the 20th when he pled guilty. Bet this is the guy your seeing based on him surfacing this weekend. Hope the IPD makes sure to be ready for this guy and his history of violence. </p>

<p>Thank you for saying this bltserv. I work in Hollywood, which has an unusually high number of mentally unstable people. I would estimate that 50% of our calls for service are based on this demographic, and the majority of our uses of force correlate to those call outs. There is no reasoning with these people. It's a sad situation if you really think about it. They are throw aways...and we are left to clean up the mess. They have to eat, so they steal and panhandle aggressively to get money, it borders on robbery by definition. </p>
 
And getting back to ISM's original musing of whether Irvine had a homeless shelter.....trust me, if you don't have one yet...you want to keep it that way. "If you build it, they will come".

<p>I think Santa Monica and Venice Beach has most effectively educated local governments on that issue.</p>

That's "smaller government" for you. Cut social services and let people roam the streets so they can "pull themselves up by the bootstraps". You gotta thank Reagan for that one.
 
<p>Seriously, that one night I drove by him near Irvine Blvd and Jeffrey. I was taken aback. I can just imagine someone jogging that night and seeing him on the side walk. Very menacing character.</p>
 
I believe I saw the same individual leaning against the Trabuco Grove signage facing Jeffrey off the corner of Jeffrey and Trabuco. He looked pretty peaceful.
