Incidentally, I was at Capital in the DJ Plaza over the weekend for dim sum and was disappointed. Oh how I miss Bay Area dim sum!

I still go with China Garden for dim sum in Irvine.  They have the dirtiest bathroom, reminds me of the public "WC" 's in Asia
 
Capital is not at the 99 Ranch Plaza in Rowland Heights/Walnut north of 60. It is over at Diamond Plaza south of 60.

Still there, they've expanded to multiple locations now.
 
I hope you are not referring to East Ocean next to the water in Emeryville. That place really sucks now but still 1000x better than Irvine's China Garden.  Koi Garden at Daly City and the restaurants along El Camino Real in Milbrae are still the among the best in the bay area.

Chinese donut star is not where you go to sample good Chinese cuisine.

You know me... I prefer Americanized Chinese food... so Donut Star is perfect. I'm more the PF Chang's type than the China Garden style... that's why Crystal Jade works for me.

I don't eat duck, geoduck or Daffy Duck... so even Panda Express will suffice.
 
I actually loved East Ocean... Use to live in a condo at Watergate and would walk there on Sundays for their overpriced DimSum... I really enjoyed a "Bao" they had there... I think it was custard inside.. when you bite into the "Bao" it would ooze out  :-\

I also didnt enjoy how they didn't have carts they pushed around...

My apology to Homer and IHO. He is right. The confusion is "New" Capital Seafood in Diamond Plaza is not the same owner as Capital Seafood.

The Capital Seafood that serves Dim Sum in SGV's Del Mar Plaza is also a different owner.

New Capital Seafood in Diamond Plaza serves Dim Sum and Capital Seafood at 99 Ranch Plaza does not.

But then other Capital Seafood retaurants in the chain serve Dim Sum. Confusing?

He loves that place because of the view and the choppy waves. We would walk along the perimeter a nice place to chat on a bench looking at the view.

No, I've never had dim sum at East Ocean...but that is where I "met" your friend Russell!

HK Flower Lounge was my favorite.

For non-dim sum Chinese food, I like it better down here. Not so much Irvine, but Arcadia and the surrounding cities, where my mother-in-law used to live. She used to take us to really great Shanghai cuisine places (she picked them especially for me, because that's my favorite). She's moved away and I miss her. :( But for dim sum I definitely liked the Bay Area better.

It's like iPad, iPad2 and the new iPad.

In 10 years, there will be a "New Capitol Seafood Plus" opening in that "planned" Portola Springs shopping center.

Got a response from one of the managers at Capital after posting my harsh yelp review.. Offered a comped meal.. I'm gonna pass on that (don't mess with people that can mess with your food).. did raise the review to two stars for the fast response... yelping is strong...
 
Happy to say, Capital Seafood at the Spectrum is now our go to spot for dim sum.  The food is still just mediocre but has improved.  The best thing is that they take opentable reservations.  Even when it's 10am on a Sunday morning, I was able to book a table at 12:15pm.  Walked in to the restaurant at 12:10pm and promptly seated at 12:14pm.  Overheard the wait time for a walk in is approx 1 hr.  Parking is decent with the Nordstrom structure just across (tip: don't park on first floor!, go up and park on the roof and take the elevator down, you'll thank me). 

And best of all, they have beers on tap.. nothing fancy.. but if I can have a lagunitas IPA at noon with my beef tripe steamed with ginger and scallions.. I'm happy :)

 
Eat bao at dinner time?  Not sure but I would doubt they serve dim sum at night.  From what I hear dim sum is a loss/break even for Cantonese restaurants.  The dim sum chef is expensive. 

Recommend the pork bao at JJ bakery at Culver Plaza.  $7 for about eight decent sized bao's, perfect for breakfast/snack or dinner for IHO
