The air pollution is more related to freeway/road pollution and emissions.  I'll make this clear on the chart later.

Train tracks are a different hazard in its own category.  The train tracks and train is most likely harmful as well..depending on all the chemicals they've used to construct it, clean it, maintain it, and/or build the rail road and train.

Thanks for the explanation. So can I conclude that the hazard from railroad includes:
1. chemical material used to maintain/construction. Then it only affects people who worked on it and those people stay probably 50 feet within the range? If it's correct, shouldn't we exclude the other neighborhoods, or grade them as 0?
2. child accessing to railway. I think a lot of the neighborhoods rated as 1 in the list are not able to access to the railway by walking.
3. the noise. not sure if any people in those neighborhoods do hear any sound from the train. better need some comment from the people really living there.

Very high fire zone neighborhoods are given (3) high risk.  Neighborhoods bordering or next to a red zone is (2) moderate risk.  Neighborhoods that are very nearby but not in red zone are low risk (1).  All other neighborhoods are classified as (0) little to no risk.

The scale of the threat used by the OC water district map is very high, high or moderate.  For the most part, there is no very high threat in Irvine.  Mostly high and moderate.  Consequently, I will still assign a (3) high to high threat and (2) to moderate threat.  There shouldn't be a (1) and rest of the neighborhoods are (0) no risk or threat.

3) Landfill air - I have decided to change the grading of the landfill air from (1) to (0) for all neighborhoods that were all (1)s.  This is because I don't believe or there is no data that shows landfill air can travel that far as it could and be at some risk.  Taking general wind direction into account and distance, I've assigned risk estimations for surrounding neighborhoods as usual.  If there is no high wind, then obviously proximity prevails so all nearby neighborhoods are affected reasonably speaking.

4) Tustin Legacy - there two large cell towers (200 ft. registered) across the street of Tustin Legacy across of Edinger.  If they were both in the Tustin Legacy neighborhood block, I would've given it a 3.  But since they are not in the neighborhood but still far across the street, and there two big ones, I will assign a risk of 1.  Pollution is obviously high risk due to backing very busy Jamboree Corridor.  There are 1-2 sex predators a block or two away and 1 of them has a violation of parole or some crap like that.  Although the railroad does not run through the neighborhood, it's proximity is still of reasonable concern, especially since it closely parallels Edinger.

I've overlayed the location of the proposed veterans cemetery and calculated the distance from the center of each neighborhood to the cemetery. As many people did not believe, parasol park is actually very close to the cemetery, as is PS3 and BP.  The address point for parasol park and beacon park is the one posted on their website which is most likely their sales/model home which I consider is a valid reasonable center point of the neighborhood.  Surprised to learn that Baker Ranch is not really that close to the cemetery as I had thought, at 2.57miles away.  It is also 1.70 miles away from Ascension cemetery so the risk is therefore given a (1).

You should have a column for flood risk too.  iirc, north Irvine sits in a flood zone due to risk of dam failure (the Santiago Dam which forms Irvine Lake).

Depending on location, some homeowners are required to carry flood insurance.  And hence the reason for all those retarding basins like the one in Eastwood.  Just sayin'.
