What's going on with this Serra house?

I was driving through Portola Spring looking for landscaping ideas.  A lot of home in the Portola Spring have very nicely done front yard and I ran across this home at 23 Praire. http://www.redfin.com/CA/Irvine/23-Prairie-92618/home/7217605This is a Serra home by Standard Pacific, build and sold in 2007, but with no landscaping done since 2007!

How did owner get away from not doing landscaping for more than 6 years?  Although there's history of possible foreclosure on this house recently, I though HOA would address lack of landscaping issue long time ago. http://www.auction.com/California/r...1370814-3298-23-PRAIRIE-IRVINE-CA-92618-E5085

 
The HOA can only fine the owner, not make him put in landscaping.  If it's in foreclosure he doesn't even need to care about the fine.

 
I haven't submitted my plans (landscaping is already done) and they sent me a letter recently that my privileges to the clubhouse and pool (via key fob) were suspended. I can't get parking permits either (don't they know I have a three car garage?). They said they would fine me next. I may submit them before summer to take my kid to the pool. TBD. Maybe I'll just send them a pic of what the land/hardscape looks like. I don't know what good the plans do them now.

We used the club house recently... pretty cool man! I don't care for the pool though :)

good to know. ive never been in there. maybe ill use it for the kids bday parties in the future. people seem to use it for that a decent amount.

No habla ingles.  When I sat on my HOA board, that was the excuse each time someone was non-compliant with plans, deadlines, etc. 

yeah i can use that, lets see if they reverse the future fines when i go in there and talk to them wearing a wife beater with some dickies and sandals. "hey homes - i know where you live ese" then the fines will go away.

It helps if you have some cholos from SanTana hang out at your house with a few lowriders...perhaps dress up the yard with some empty beer bottles?

empty beer bottles? thats nothing man, ill throw syringes and pills out in the yard. ill have to call IHS to lend me some cholos. or what would a HOA board member fear more, cholos or black people?

In my experience, its not much (couple hundred). It starts getting expensive when u repeatedly ignore the letters, emails, etc. I remember one house with an overseas owner ending up with a $3k fine bc it just kept adding up and we couldn't contact them. They eventually had a lawyer come in to tell us "their story". It was similar to you - finished landscaping but never sent the HOA a completion thing.  We ended up fining them the initial fine (~$200).

I don't understand why some people are so intent on fighting/resisting their HOA. You know the rules going in, just comply with them. Don't think that you're special. It's these type of people who, coming upon a merge of lanes, will merge at the very last minute and skip ahead of other people in the merge queue because they think their time is more important than anyone else's.

You'd be surprised at what they'll pick on.  I have small pebbles as ground covering for my 2 ft planter area around the perimeter and the design committee said that's not allowed and I need to replace with brown mulch.  I thought pebbles as ground covering is a pretty standard look.

im not fighting or resisting the HOA, just never got around to doing it. its not intentional, like im trying to pick a fight with them. i dont think im special, well certain parts of me are :-)

i do skip in front of other people in traffic, but thats just cause im smarter than they are :-)  just like i hop in the carpool on the way home when the time changes in october and it gets dark at 4:30. i just see the herd sitting there in traffic while im cruising at 60-70mph on my way home relaxing listening to sports radio.

there is nothing in my yard that is not in someone elses yard, my design is pretty standard as well, similar to others. i hear ya though. my neighbor told me how he put red mulch down one time and they made him change it to brown mulch.

How much is the fine if you offend your zero lot line neighbors when you eat burritos?
