That's cool freedomCM; you have plenty of choices. You can buy a house in my mom's neighborhood in LA. On one side of her is a neighbor that uses the garage for storage and parks their five cars in the driveway and in front of her house. On the other side is another family that uses the garage solely for storage parking two cars, an empty trailer, and a dune-buggy in their driveway and street. Then there's the RV across the street always parked.



I bought a home in Camden Place because of the strict CC&Rs;. I want neighbors who comply - otherwise, purchase a home somewhere else.

One thing about older neighborhoods without HOAs is that they tend to have larger lots, which creates additional street parking due to larger seperation between the houses. Counting street, driveway, and garage parking, I could park eight to ten cars around my modest Riverside house (corner lot) without using up any of the space in front of my neighbors' houses. If you don't have a corner lot and are stuck between two car collectors like your mother, it could be a problem, but I'm sure that's the exception, not the rule.

HOAs having rules and municipalities not having rules is a false dichotomy. Municipalities may enact laws that are equally strict as any CC&Rs;. I think the city of Cerritos rivals some of the worst HOAs. Take a peek at the <a href="http://www.codepublishing.com/ca/cerritos.html">muni code.</a>



My favorite:

And Code Enforcement can be very strict. I know someone who got an abatement notice once because the paint on their wooden garage door was peeling a little bit.

I just wrote an e-mail saying this parking system is unacceptable. Anyone planning on going to the meeting 10/28? This system cannot be allowed to put in place. They had a similar system at Westpark and I ended up moving out.

I've never been to an HOA meeting? Where and what time on 10/28? This recent proposal is ridiculous. This would have definately removed Columbus Square from out list of acceptable homes if this system was in place before we purchased our place.

Something needs to be done about the parking within Camden Place. What do you suggest be done? Are you okay with residents parking in Camden Place Guest Parking on a daily basis?
 
The CC&Rs; clearly state that you are not allowed to park on the street as a resident. The disclosures clearly state that you are not allowed to park on the street as a resident. There was a separate single page document that each resident signed that clearly stated that you are not allowed to park on the street as a resident. Homeowners who have more cars than private parking spaces have absolutely no excuse. The parking program is a compromise in your favor. Stop playing the victim.



If the association doesn't put a parking program in place, the alternative will be enforcement of the CC&Rs;.

I must admit, I was very naive when considering purchasing a home in an HOA-controlled neighborhood. I'd heard all the anecdotal horror stories about homeowners being required to perform the most minor corrections. These stories didn't concern me, but rather convinced me I wanted to live in a neighborhood with strong CC&Rs;.



However, now living in Camden Place I am shocked at the level of violations. Residents parking regularly in the Guest Parking spots is probably the biggest surprisingly so common violation. Residents using their garages as living space is another. Annoying "toy" dogs that bark incessantly is another one (I really miss Villa Siena's no pet policy - makes life so much more pleasurable not having to listen to neighbors' "rat" dogs barking non-stop). Oh, and then there's that lady that's so upset about the HOA fighting her on her cat cage on her balcony. Did any Camden Place residents read the CC&Rs; when they were considering purchasing???
 
I'm in agreement with you on the parking situation. But the main problem is that residents simply are not using their garages for parking. They all have this crap in their garage and park their cars in the guest spots or on the street.



Why set up a parking system that affects guests? If they performed random garage inspections, and a hefty fine for any violations, the residents would certainly do a better job of keeping their cars in their garages.



Some residents actually abide by the rules. Those residents would also like their guests to visit without having to safelist or register each car.



I completely understand there's an issue here. But why punish all residents instead of catching the violators? This new system will affect everyone, not just the violators. And it's going to make living here a pain in my ass.



Correct me if i'm wrong, but when I moved in and signed the CC&R's, there was no mention of a possible permit/safelist/tow your car at their convenience parking system.
 
Agreed. The current street parking enforcement proposal is a very crude solution to a problem that could be solved other ways. I like the garage inspection idea, but what about the Harley family I have near me? They have two Harleys and four cars. The two Harleys are always parked in the garage while the cars aren't. The HOA could inspect the garage and fine them for improper use and require one of their cars join the Harleys, but what about the three other cars? The Camden Place HOA needs to find a way to enforce Guest Parking and prevent these residents from improperly parking within Camden Place.

This may be the first time I have ever said this, but I'm totally with tkaratz on this one.
 
The CC&Rs; are net set in stone. They were created before the resdidents started living there. I think the CURRENT RESIDENTS should vote and decide what is the best solution for them.



1) I would hate to visit a friend and risk having my car towed.

2) I would hate to be a resident and have my car towed for being parked in front of my house.



Point is... there is NO NEED for towing until parking become scarce. With the community not being built out anytime soon, I don't see that being an imminent problem.
 
I've been through the Columbus Square area and it looks like the parking problems are in the Condo area. What about the SFR (detached NO Driveway) Astoria? I'm thinking these owners are going to have a real problem if they cant park on the streets.



I think the key will be the ENFORCEMENT of the CC&Rs;. Are they going to TOW on first sight? Are they going to give warnings? When do the warnings reset?



If you are implementing CC&Rs; for the GOOD of the people living in the neighborhood and not to make money for the towing/association, then I think the following should be included in the plan.



1. Multiple Warnings before towing (so people who have parties dont have to worry about their guests being towed, calling in 50 guests on a safelist would be too much work. loud noises into the night will be taken care of by the cops).



2. Reset of warnings on LPs after 1 month?



3. Special permits to park (payment). I think there's plenty of land there, they should build a paid parking area.



Remember the real problem gripe I'm hearing is that Condo owners/renters are not using their garages to park their cars. If they start doing so, things will be OK going forward?
