The whole process those guys at County created to appeal your assessment was surely meant to discourage as many people as possible from challenging their assessed values.

Yeah and not only that but if you read through all the info, it basically says they are adding more and more conditions that must be meant. I don't remember the terminology they used exactly but basically - just more rigorous standards / more hoops to jump through. It also says that even though your case will be heard in 5-15 minutes, be prepared to wait all darn day.
 
I went through the appeals process years ago and it went through pretty quickly. It's all a function of the comparables.

Got my property tax bill. CPI might be at 1.7% per year (per BLS for June), but according to the County of Orange, due to inflation running at 2.0% they can raise my assessed value by that much.  The shelter component of CPI is running at 2.2% so my guess is that's what they are using to jack the values up.
