So a concept plan got approved.  How does the process work?  Does an actual plan have t oget drawn up and approved with more specifics?  Then a contract gets awarded and the construction begins?

City of Tustin had no other choices but to build a park next to the historic hangers. No buildings could go there adjacent to the structure due to EIR restricted use.
