I never considered painting the garage walls but I'll probably do that now.

If you consider "dust", "paint," then yes - it is "painted."
So here is my story:

The first new build we bought, the boss wanted to paint some walls and so we did a few of our rooms first. The rest of the house we couldn't do because of the ceiling heights and so we hired a painting crew.

My parents upon hearing this were flabbergasted by our decision.

"Why are you painting? The walls are already painted white!"
"Because we want to paint it a different color."
"But that's *NEW* paint you are painting over!"

Hilarious. To this day, every house they've owned has never been painted inside even though they now understand the difference it makes in decor. Different strokes.

Disclaimer: My parents are not FCBs but I wish they were so I could be Homie's neighbor.
