When a country is experiencing higher inflation, the value of their currency is depreciating. If the official exchange rate isn't showing it, then there will be a black market to sell dollars or get more value from just using your dollars over the native currency. The problem is that the dollar isn't worth a whole heck of a lot either. They probably love Euros.
