I guess no vas is right, if I could only afford to buy a house near a jail, I'd probably still do that... If you have other options, steer clear of these places. I'd also assume that besides celebrities, there is a bunch of scum in the jail and another bunch of scum comes to visit them quite often, I would not want my kid playing on the street where those folks would drive by on their way to the jail...
 
I guess it can be thought of as a public convenience... If you were caught SPEEDING, wouldn't you prefer to spend the night near your home?
 
Common, nobody gets sent to jail for just speeding, it is drunk driving and resisting arrest what gets people in that kind of predicament... If you were joking, sorry, I have absolutely no sense of humor :)
