Extension of incomplete roads

Caltrans own the toll roads because they are state highways and lets the TCA manage them. They can just take the roads back from the TCA if they wished. And not all revenue will be lost because people who want to save time and are willing to pay more would be willing to use SR 241 instead of Jamboree. The only reason I would see to extend Jamboree is if Anaheim goes ahead with the Mountain Park plan.

I believe the Mountain Park plan for Anaheim Hills is not going to be developed because the Irvine Company donated the land to the county for open space in 2014.
