The home owner who didn't pay was a con artist who ran a small ponzi.  He got investors to put money into a business he started.  He rented some office space, and got a contractor to remodel the place for $30,000.  The contractor stopped doing any work after he had sunk $12,000 into it and was not paid.

So it wasn't really a home, but rather a ponzi business.  The con artist fled the US back to China.  My friends had asked me to invest in this company, but I didn't...they lost money.

As for the Samoan contractor, I don't know who it was.  The friend just said it was some fat Hawaiian who took his money.

Why didn't your friend let this contractor finish?  I am so curious because I think I hired the same contractor.
 
I don't think we are talking about the same guy.  I just asked the friend and he said the contractor was from Tonga near FIJI and he booked it back home.  Not from Hawaii.
