Builder pricing on bathroom tile is usually quite high...anywhere from 200-300% higher than post construction.

It's a steep price to pay for a warranty...

Is floor receptacle required by the city code when the size of the room is bigger than certain size? Anybody has an idea?

I would opt everything on the first floor through the builder (canned lights, j-boxes). You can probably find retrofit kits for pendant lights at home depot.

On the second floor, maybe add a j-box w/switch in the master bedroom, and another at an opposite corner, so it's easier for the electrician to fish wires into the secondary bedrooms later on.

I also have a friend who just moved in one of Travi in OH. She said that having a floor electrical receptacle in the great room is required by the building code for the size - Her builder initially tried to charge her $600 for it, but provided it for free after realizing it was required by the code.
And i have another friend in the process of purchasing a Cassis in HC and heard she complained the cost TB charges $800 for the floor elec receptacle in the great room, won't provide it for free.
I don't know who is right. Does anybody have idea on this?
