We did a conversion on  our house with Montecito Plan 1, and while we did not/could not do additions above the garage, we did some work on the powder and laundry room downstairs.  Once we add a closet to our downstairs den/bedroom, it'll be a full 4 bedroom 3 bath home.  Below is the actual revised floorplan I created.

I recall you mentioning that previously.

Did the builder do the changes or were these after the fact?

1.  Did you have to get city approval/permits for this change?
2. Was it costly? It seems like it would be expensive to pull a gas line to the front powder (on top of the plumbing/drain work for the rear bath).
3. What did you mean "could not do additions"? I presume you mean by your choice and not something that was disallowed by the HOA and city (although I wouldn't flinch at that notion... some neighbor contending that you are blocking their "view" by adding a structure above your garage).

1.  Did you have to get city approval/permits for this change? Yes, we had to get city approval before the project began, an inspection after new plumbing was installed, another after drywall was installed, and a final inspection/sign off when complete.

I presume you mean by your choice and not something that was disallowed by the HOA and city (although I wouldn't flinch at that notion... some neighbor contending that you are blocking their "view" by adding a structure above your garage).Yes, it was my choice, especially when factoring in the price it would cost.  Plus nothing can be added on the second floor without drastically changing the floorplan like you did above, which would make it too costly.  Oh, and what view?  :D
 
So I think Montecito Plan 2 is still missing something (that Casero and Primrose have). I checked and it seems you could do something like this:

Seems like there was a lot of wasted space with that long hallway to the master and you could always make that a retreat option too. While it would make it more boxy outside, it would open up the upstairs a bit more and add some needed living space since these products are so small outside of the home.

With the original plan already selling for over $800K, I don't even want to think about what TIC would charge for the "added square footage" of the loft.  However, the floorplan is nice, and it does open up the upstairs a lot.  The hallway to the master is a lot of wasted space.
 
Just so you know I'm an equal opportunity Loftizer?, I took an older Woodbury plan and updated it:

So what I did is extended out the top floor (many of the Portisol homes had enough lot to do so) and reconfigured the master BR/Bath and added a small loft space. Doing that you could either make the downstairs space bigger or add the infamous 2010 Cali Room.

I also added a sink to the laundry room and made room for a vanity between the master sinks.
