I moved to Covenant Hills about a year ago and we looked at Coto as well. We ended up choosing Covenant primarily due to the young families living there. We have 2 young kids and Covenant feels more like a neighborhood than Coto. We're on a cul de sac with tons of kids outside playing all the time.
In comparing the two, I would say Coto has the better high school (Tesoro vs San Juan Hills) but has lesser actual houses due to older floor plans and finish levels. Coto is probably a little less expensive. Covenant is more convenient to getting around South County. I work south of Irvine, so it's very easy for me. The weather in Covenant is going to be cooler than Coto.
The total HOA for a home in Covenant is $390 per month. Somebody mentioned $900 per month, but that is for the 1 condo development in Covenant. There is also Mello Roos.
