Maun Tao I believe is Northern Chinese and usually eaten in place of rice. It is not paired with Peking duck. It is a very dense bread and is usually steamed (heavy yeast?) or fried and dipped in sugar. "Bao" is usually a lighter consistency and is used to envelop a meaty or sweet stuffing. Maun Tao is just bread (just think rice substitute). I think in the old days flour is cheaper and easier to grow in Northern china.
