Advice on home buying

NEW -> Contingent Buyer Assistance Program
We are focusing on Quail Hill  and NorthWood .  The one thing about Northwood is that some parts don't have HOA.  Can this be a problem in the long run where some homeowners don't keep up with the maintenance and the  whole street  looks shabby  bringing the prices down.
 
I believe it was in nonHOA northwood where recently an owner applied for a boarding house permit from the city in order to rent the house out to 7-8 people.  It got shot down, but if there was a HOA, it would've never been an issue.  That street is crowded as is, i would not be happy if i was a neighbor.
