TBH, I don't think MR collected from GP is enough to pay for all the construction at GP. There must be funds from other resources be contributed towards it. These funds might be paid by all the tax payers in OC.

I haven't noticed the FR Towne Center being crazy busy much either, but once GP is all built out, I can see it getting worse. The newest parts of the Great Park Neighborhoods basically border Lake Forest, so it's closer to go to FR than Woodbury at that point.
