I don't think an HOA can prevent a facility from existing. That said, as a business owner you probably don't need the additional monthly dues and someone monitoring and up your ass at all times.
 
California law protects sober living facilities from being banned by HOAs:

You can limit your term to 11 months contract to start, this will filter out county applicants that use government funding.

Why avoid section 8? Guaranteed income and if they trash your place, they lose their voucher.
