When is the good time to sign on loan docs for new home purchase?

When is the good time to sign on loan docs for new home purchase?
The house failed the city inspection so the builder is currently fixing the issue brought up by the city inspector. Consequently, the house doesn't have either a certificate of occupancy or a gas meter yet. That being said, is it ok to sign on loan docs at this point? When do people usually sign on loan docs for new home purchase?

Just my 2 cents - You can sign loan docs before 'certification of occupancy', but the closing and final funding will only happen after lender receives certificate of occupancy for the building. The certificate of occupancy is issued after gas meter is installed and final city inspection.

Echo'ing purple, we had everything signed and ready to go.  Wells Fargo had to re-send their appraiser out to confirm the gas meter was in (it was not in during their initial appraisal) before they would fund our loan to close on the home.
