My understanding is that they actually voted to delay the decisions on individual businesses leasing space at the Cultural Terrance at the Great Park, until more plans about the Cultural Terrance are understood. They felt it was too premature to lock themselves in this early and wanted to wait until the Fall to discuss.

Not sure how that works. Didn't they agree to give raging waters 30 acres in the cultural terrace? Pretend City wanted 1-2 acres. Seems like it's more about $$$ than culture, even in the cultural terrace.
