Transfer Tax in OC

So my understanding has always been that SELLER pays the transfer tax for a home sale.  From what I've seen at some of the sales offices in Woodbury and Portola Springs, they expect BUYER to pay the transfer tax.  Is this the norm for new homes?  Anyone else have experience with this in Irvine?  Thanks in advance...

For re-sale properties, the norm is that the seller pays for the transfer tax (it's not always the case as it is negotiable).  But yes, for new homes most of the time the buyers pay for the transfer tax (at least from what I've seen on closing statements for new homes in Irvine and Laguna Niguel).
