I don't have a recipe but from what I've seen on Youtube there are a couple of ways to make the bun.

1.  This person puts the cooked noodles directly into a custom circular cast iron pan.  He then puts a weight on top to compress it.  To do it at home I think you will just need some type of round molding where it sits on top of the skillet and use some heavy object that fits into the molding to compress it.

2.  To do a batch of buns, I would go with technique similar to @Irvinecommuter mentioned with the HK crispy noodle.  This is where you'll shape and compress the noodle buns while it's still hot and let it cool down that way.  You'll just need a bunch of round molding ready to go.  In this video you will see it's already shaped before they put it on the pan.  Keizo is the guy that trademarked Ramen burger and selling them in NYC's Smorgasburg.  Vice filmed him while he was still in Japan.  It's in Japanese with English subtitles.

The rest of the burger I would guess you just include what you see fit.  Homemade teriyaki sauce might be good or some type of mayo based sauce.  Keizo now uses some type of soy sauce mixture.

Edit: correction on the source of the HK crispy noodles recipe...
