Is there a city code on the size of garages in singe family unit. We have standard 18X20 and would like to add washer and dryer unit stacked which means it will be tight for 2 cars. I usually do not park cars in the garage so not a big issue but will it be a problem later for resale/renting the house.

I think most 2-car garages are 20x20 but there's no code that says they have to be any specific size.
 
Not sure about Irvine but in some cities it's 10' by 20' per car.

Are you opening walls and adding the necessary plumbing and electrical for a washer/dryer set-up in the garage? Is this an additional laundry space for you, or are you re-purposing the laundry space in the house?

Having the washer/dryer in the garage is pretty old school. Reminds me of the neighborhood where I grew up.
