In looking at the map, two neighborhoods of the <a href="http://www.eastoforange.com/plan/neighborhoods.asp">East of Orange project</a> will sit <em>adjacent</em> to the closed <a href="http://www.oclandfills.com/landfill_santiago.asp">Santiago Canyon landfill</a>.</p>
<p>From the <a href="http://www.cityoforange.org/civica/filebank/blobdload.asp?BlobID=2735">2004 Draft of the EIR</a>:</p>
<p align="left">Portions of East Orange Planned Community Area 1 are within 0.25 mile of the closed Santiago Canyon Landfill. This closed landfill is not equipped with an engineered artificial liner or with a leachate collection and removal system because it was designed and developed prior to regulatory requirements for such systems. An active gas collection system has been installed at the landfill to control and collect landfill gas generated by the decomposition of the buried refuse. The collected gas is combusted on site in a flare.</p>
<p align="left">Although it is unlikely that development in East Orange Planned Community Area 1 would be affected by escaping methane gas, a precautionary mitigation measure is included for the project to ensure that impacts would be less than significant.</p>
<p><strong><u> Mitigation Measures</u></strong></p>
<p> <strong><em>MM 3O-1 Methane Assessment and Mitigation, if Necessary.</em></strong> Prior to construction, a<strong><em> </em></strong>methane assessment of all development areas within 0.25 mile of the boundaries of the closed landfill will be conducted to determine if methane concentrations warrant mitigation. All mitigation measures called for in the assessment will be implemented during construction. If necessary, mitigation measures would include vapor barriers and passive vapor collection/diffusion systems.</p>
