I'm okay with the plan as long as it's executed properly.

If the districts that are getting money use it effectively (and not just to pad someone's pocket) then that's fine... the "well-to-do" will figure out how to deal with the shortfall (as Irvine has demonstrated in the past).
 
This program is totally ineffective. Free lunches, better computers and metal detectors will do nothing for students. Lunches will be eaten, computers will be stolen, knifes still get pass through chain link fences. Money can't buy pride for the school. Pride turns into effort and that must comes from the parents and students. Don't try to save the student population only interested in opposite sex anatomy but a few really interested in academics. Charter schools with strict policy is the only way for the ghettos like Santa Ana.
