I've been looking for these basic scooters for my kids for a while. ToysRUs had them on sale in March for half off at 19.99 and I haven't been able to find a better price since then (Target had them for 29.99).
They have have them on sale for that price Fri-Mon for Memorial Day, 19.99, 50% off their normal 39.99 price. All their other Razor products are on sale too... but these seem to be the best deal. They come in red, pink, blue and clear.
