Quality of new houses

I am curious about the quality of houses during boom/bust. Is the quality of building bad when the boom is occurring since the builder is stretched thin or is the quality bad during a bust when a builder cuts corners due to finances?
 
From what I have seen in San Diego, the houses being built right now are BETTER than than the ones build during the crazy boom time. They take 6 months to build and there's no rush. During the boom times a lot of immigrant workers that knew nothing about construction were hired off the street. Slab to keys was 4 months. Now builders have laid off the chaff and just have just have the best workers left.



BUT, that said someone that bough a new house during 1991-1996 should give us a heads up.

They've laid off staff alright, and now have people doing double and triple duty. Construction workers are the new customer care.
