I heard something interesting and wanted to know if anyone on this forum could shed some light on it. A friend tried to make an offer on a property in Portola Springs. The agent indicated that unless it was a full price offer, they would have to wait until the "final pricing" was completed with the Irvine Co. What I find odd is that this builder has already built and sold properties in this development. My only thought is that they are going back to Irvine Co for permission to lower there prices. Any thoughts?
 
That sounds right. I tried to write an offer which was about 10% less than builder's selling price, but got denied and countered offer at the original price from the Irvine Company. The sales told me that all builders in Irvine have to get Irvine Co's approval on the price of each new home they sold. Buyers may always try to write an offer to buy at a lower price as long as Irvine Co. approve to sell. It's probably because Irvine Co. wants to control the home price. Anyway I also know some people who got accepted when their offer is not way off the builder's listed price, but yes, when you want to purchase a new home lower than full price, this is the process everyone will have to go through.
