Planting Setback 18", 24", or 36"?

For those of you with the typical Irvine sized backyard, what would you say is a sufficient setback to allow for plants to cover up the property line walls? I want to maximize the hardscaped flooring while also leaving enough room for planting to soften the look. 18", 24", or 36"?

I was thinking of planting podocarpus and pittosporums along the perimeter of my backyard.

I personally am going with the bare minimum 24"...i don't want to invest that much money into the plants.  But 36" going multiple rows of plants would definitely look nicer.
 
damn that next door house is way toooo close. prisoners get more room to move around than that.
