Does anyone know whether a permit (at the city or county level -- HOA is a whole other beast, I guess) is required to have a fire-pit installed? (the raised type people can sit around, not at ground level or underground for cooking)
 
Yes, depends exactly where you are, you may need all three, two, one or none.

In addition, depending on where you're at, you may not be allowed at all.

If gas powered, you'll need a gas line BBQ/fire pit permit from the county.  You'll possible need an OCFA (Orange county fire authority) plan review.

Not sure what Irvine requires for the patio landscaping/hardscaping.

Also, due to AQMD rules, not sure permanent wood burning fire pit/fire places are allowed, I know you can't add them to the houses anymore.
