Most of the remaining Irvine Ranch became California's first Natural Landmark on Tuesday, a new designation announced by the governor during an Earth Day celebration amid the ranch's rolling, brush-covered hills.

from irvine ranch conservancy:

"As vast as it is beautiful, protected open spaces comprise more than half of the historic 93,000-acre Irvine Ranch, known for its master-planned communities and unique abundance of accessible wildlands, trails and parks. It was created over the last 100 years through conservation initiatives of The Irvine Company, community organizations and municipalities."

so i guess it was always more a local or voluntary action on the part of TIC. now its got a state designation.

It was transferred to a "Wilderness Trust", so that it couldn't be developped.

This just enshrines the deeding into law, so far as I can tell
