New swimming pool regulation

The warm weather means my 5yr old is asking to go to the swimming pool every day. But all 3 of Quail Hill pools are closed with what seems to me a bogus excuse. The claim is that there is some new Federal regulation to prevent entrapment by the pool drains.



Is this true or is HOA is trying to save money on maintenance?
 
Isn't one of them scheduled to open back up today?



The regulation is real (Baker Pool and Safety Act), the issue is that compliance was due on 12/20/08 and it's already January 09.
 
The drain where the water is recycled , filtered and reconditioned has posed dangered to small children due to strong suction of 80 gallons per minutes. The updated code requires that the drain be covered with a circular disk elevated over the drain so the baby's butt or other large body parts is not caught in a vacuum covering the entire drain. The suction power could trap small and drown small children or even adults when hair is tangled into the drain. The circular cover is elevated vertically 1/2" by numerous stems that only allows water pasage into the drain along its side which is impossible for any part of the body or hair to get stuck and block the entire modified drain opening.

There was a really nasty case somewhere in the country where a small kid was disemboweled through his/her own rectum after sitting on one of these pumps.



I wasn't aware there was a new law to address it, but it makes sense...

So the CNN article states that the covers are hard to get so many pools can't be modified. Is that why the QH ones are still closed? Because they haven't received the parts yet?
