Negative Interest Rates

Negative interest rates has been tossed around as a possibility here and is already employed outside of the United States.  What do you guys think?

Both the Bank of Japan and the European Central Bank are using negative rates.

Yellen has alluded to the possible usage of negative interest rates.  But in Mar '16 said they are NOT actively considering it.  Funny, BOJ's Kuroda made the same statement right before taking their rates negative.
