Does the IAC allow a resident to move from an IAC community to another IAC community (without a penalty) before the lease has expired?

Yes, I believe you can move between IAC communities if the new lease amount is more than $1.
 
Oh really? I didn't know about it or else I would have moved out earlier...

Nobody has mentioned anything like that nor was it stated anywhere in the lease...

The lease increase requirement used to be $1, but as of a month ago is up to $100.



This roughly coincided with the lease break fee going up from about $2k to over $3k.
