Just wondering if payments for mello roos ever really end? I mean, after the 20-40 years of the initial bonds pass, do they reissue new ones for upkeep of the private roads, etc.?

They can, and sometimes do. The CFD formed to administer the Mello Roos is rarely if ever disbanded.
