That's normal. They have the largest class and also an in-state component to some of its colleges.
 
The common application enables the applicants to apply to all of the schools at push of a button. All applicants applied to Cornell as a safety school just incase they can't secure an acceptance of the top choice college. Those with multiple acceptances will not attend Cornell. Those without other better choice or choices will accept Cornell. Total accepted students committed to enroll/ total of applicants accepted is called the "yield". Cornell and Dartmouth both have the lowest yield since neither is the top choice school therefore both must issue higher acceptences expecting to lose many candidates to other peer colleges.

The identical problem also exist among the UCs. The lowest yield UCs have the highest acceptance like in the 45% range.
