yes. hs #5 isn't expected to open until 2016. what they do to kids who've already started at NW, i'm not sure, but typically they try to let kids stay at the same hs.
Schools do check for residency address validation yearly. For example if you are renting an apartment in the NW zone this year while your kid is a Freshmen and moved to a Woodbridge zone next year your kid can't stay at NW just because he or she started there as a Freshmen. Redistricting may be different?

It depends whether or not NW high has open enrollment to students from outside school attendance area, intradistric open enrollment.
In the pass, NW high are slightly under-enrollment so it has space open for student from other high school zone area and even non-IUSD zoned area. Currently, for 2014-2015 school year, NW high are closed to non-IUSD residents but open to residents from outside school attendance area, NW high is open to intradistric enrollment. Actually I'm in CV as well and my kid is going to NW high this fall. We don't know what is the enrollment situation for 2015-2016 school year will looks like but I think you might have a chance there. Just keep your finger crossed.
