Intrastate HELOCS?

I know someone here will know this.

I live in California and own a house in Maryland that I rent out. It needs a few repairs. Nothing major. Certainly less than $5000. The house is paid for. No mortgage, no liens. Is it possible to get a HELOC at a California bank for a house in Maryland? And is it possible to get a HELOC on a house you don't actually live in?

Oops, obviously I meant inTERstate HELOCS, not inTRAstate.

I think you can. Just find a national lender that do loans in your state.
