IAC- Upgrade program has been changed- Is rent dropping??

It used to be if you wanted to transfer apartments within the IAC you just needed to upgrade by $1. I used it once to upgrade from a one bedroom to a two bedroom. Now they have changed it to $100. Could this have to do with maybe rents dropping in the future?? What would make them change this program??
 
I think they're simply trying to cut down on people doing it. You do have to reside at your first place for over 12 months before you can get out of whatever lease you have and move into the more expensive place without the leasebreak fee (which is usually exorbitant.)
 
The apartment communities compete with each other, so I imagine this was changed because vacancy is becoming a problem, and they don't want people upgrading to a better community at bargain prices and leaving the others vacant.
 
<p>Check out the specials on the various communities, and you will now notice that they specify "*Specials applicable to new rentals ONLY." This additional condition was added just about a month ago or so. </p>

<p>A trend I noticed within my community is that the inventory of the 2 bedroom units have remained consistent, with more 1 bedroom units coming into inventory every week. The 'market price' for the units have not gone up in the 5 months I've been here. Have they reached the tipping point in their pricing?</p>
 
It would cost me $2400 to get out of my lease, that's what they told me when I signed up last month to re-new...



We still have 3 or 4 Townhouse within 50 feet of us that have been sitting empty since before Christmas which is awesome, I'm thinking by the summer we're going to be in a pretty secluded location with no Neighbors and plenty of parking.
