How does the city know it's my birthday?

I just received a birthday greeting card from Sukhee Kang and I want to know how the city council members know my birthday. Is it public record? I hope the card was out of his own personal budget and not the city's even though it was mostly an advertisement for the "Great Park".
 
Your birthdate is likely listed with your voter registration data. Alternately, campaigns have access to all the ChoicePoint and other marketing data that is out there for anyone else to buy. Creepy, huh?
